Everything changed from 30 December 2008.
From that date the regulations require the relevant person (landlord) of domestic property
which is to be rented out has a legal duty to make available to tenants
a valid Energy Performance Certificate (EPC)
This should be made available before entering into a contract to rent.
However there is no need to obtain an EPC for an existing tenancy where a written agreement was in place before that date.
The good news is that once obtained the EPC is valid for 10 years.
These rules apply to both private and social sector landlords.
